Supreme Court's Landmark Judgment on Local Government Autonomy: A Victory for Nigeria's Democracy"--- Mary Ikoku
Mary Ikoku, a top APC Chieftain and Advocate for Grassroot Governance, commends the Supreme Court's landmark judgment granting autonomy to local governments in Nigeria. This decision reinforces the federal government's efforts to empower local governments, bringing governance closer to the grassroots and bolstering the democratic fabric.
The judgment ends the era of state governors' control over local government funds, allowing LG Chairmen to manage resources without interference. However, mediocre performance will face consequences, as EFCC will ensure accountability.
The Supreme Court's judgment restores the original intent of the constitution, recognizing local governments as a distinct third tier of government with powers and responsibilities. This autonomy will bring improved accountability, enhanced grassroots development, increased efficiency, and attraction of competence and capacity.
To address potential challenges, Ikoku calls for competitive recruitment, training programs, performance-based incentives, decentralization of powers, and improved working conditions. A constitutional review is necessary to amend Section 162, ensuring local governments become recognized third-tier governments, free from state governors' control.
Ikoku urges strengthening the legal framework, establishing clear financial management systems, robust internal control mechanisms, and independent anti-corruption agencies. Citizen engagement platforms, e-governance systems, strengthened legislative oversight, whistleblower protection, and a culture of transparency and accountability are also essential.
The implementation of the Supreme Court's decision and these measures will lead to improved service delivery, increased efficiency, and enhanced grassroots development.
