No society on earth, no matter how large its police or military is, can sustainably enforce their laws if 95% of its citizens are bent on breaking the law.
The way it works is that working societies, through family values, moral, cultural and civic education, get 95% of her citizens to willingly comply with the law. And then, the full might of the law is reserved for those deviant 5%.
We have this formula inverted in many developing nations. It seems to me that our system produces 95% deviant citizens and only 5% who willingly do the right thing. This, perhaps, explains why our law enforcement and judicial systems are overwhelmed and largely unable to produce an ordered society.
You see, sustainable law enforcement was designed for the 5%, not 95%. We have to painstakingly restore moral, family values and civic education that produces responsible citizens if we are to have a chance at an ordered society.
